Because we're too busy chasing windmills in Iraq to go after the 9/11 terrorists.
Basically we were well on the way to cornering him when we launched the war in Iraq and we've been distracted from our primary mission ever since.
Do get me wrong, deposing Saddam Hussein was a GOOD thing, but we had lousy timing and should have waited and gone into Iraq with a better understanding of the Saddami culture and forethought to the outcome of our invasion.
The President was blinded by his own agenda to listen to the military planners.
