Time zones are delineated based on lines of latitude. Because the earth rotates east to west, areas that have roughly the same "easting" will be in the same time zone (minus the differences caused by political movement of the time line boundaries).

75 degrees east, no matter the latitude rotate at the same speed and thus pass the same point in the earth revolution at the same time..

Hope that helps

It's because Vladivostok is very close in longitude to Melbourne.

Remember than Russia is a very big country and that Vladivostok is a Pacific port city.

I lived there for 10 years and I loved it but then I moved back to Country WA, which I also love but for different reasons. If I were going to move back to Melbourne I would need a lot of money because it is an expensive city and I refuse to live in a box.

Jimmy Buffett may have sung about "Changes in Latitudes, Changes in Attitudes", but as long as the longitude remains roughly the same so will the time zone.
