Well not just them alone. If theres going to be a world body policing the world, it should come from all nations corresponding and putting forth various ideas. If it were to come from one superpower, then it would dismiss the genuine concerns pertaining to another country, which may not function the same way as the USA. This would lead to strife and dissent, even from other countries own police forces.

Yes because there are too many rogue/criminal nations in the world that need to be restrained by a Superpower, with the fall of the Soviet Union the responsibility lies squarely with U.S.A. otherwise the world would be rendered an unsafe place.
