It used to be believed that one side of Mercury always faced the sun.

This was disproved when we started bouncing radar beams off Mercury in 1965 and discovered that Mercury does rotate relative to the position of the sun. If you were standing on Mercury a solar day would last 2 Mercurian years.

So there isn't a "tropical side" of Mercury.

Not much. It's the space shuttle, food, oxygen, and water costs that you should be worrying about.

Hi. Same as on Earth. You just have to transport them yourself and get some really good insulation.
