According to a John Lennon interview this was one that was collaborated on by both with Lennon coming up with the main lyric and chord structure. This evolved from a jam and has the feel of a real fun session with them all up for it.

It was John Lennon. By the late 1960s, most of the songs were written by individual members of the group. There were fewer collaborations. You could usually tell who wrote the song by which one sang lead on it. In the case of "Hey Bulldog", John sang lead.

Collaborations at that point in their career consisted mostly of one of them writing most of a song and the other coming along and adding a bit, like John's "Everybody Had A Hard Year" bit in the middle of Paul's "I've Got A Feeling".
