The Premier is like a USA Governor he is the head of a state or territory.
The Prime Minister is the leader of the country.
The Governor General is the Queens representative in Australia he is mainly a figure head.

Premier and Prime Ministers are the same as the head of state of Australia while Governor-General is the representative of the UK in Australia.
