I am assuming you mean putting elastic in the waist???
You have the right idea, but first press your fabric down the
1/4:, then fold down the width of your elastic (if using 3/4'
fold down 1:) and press again. Then stitch your first line
of stitching just under the top fold, go all the way around the
top of the fabric. Then start your second line of stitching
7/8" down, start at the center back seam, stitch all the way
around but stop about 1: from where you started. Now take
your elastic piece, I usually pin a large safety pin on the end-
I also mark one side of the elastic with a pen, to make sure
that the elastic doesn't get twisted and flipped. Using the
safety pin to move the elastic thru the slot you have prepared.
Once you get it all the way around and back out the opening,
put the garment on and pull the elastic snug so that it feels
comfortable but not too tight. Pin the elastic at that point,
then stitch together (overlap about 1/2 to 1 inch) After
that, stitch the opening shut where you put the elastic in.

Simplicity patterns website has instructions on how to do a basic machine hem. found here:http://www.simplicity.com/index.cfm?page=section/sewtips/mach_hem.htm

An elastic casing is similar, only you leave a gap at the center back and the second turn is wider. When you do an elastic casing you make the first fold to the inside and stitch down, then you fold again and press. You stitch close to that folded edge on the inside, start one inch away from the center back seam, backstitch, stitch toward the front, not toward the center back you need to leave that part open, and then all the way ending one inch from the center-back again, being sure you now have a two inch opening in the center back for inserting the elastic. insert the elastic, sew it together, then sew the remaining gap in the casing.

Are you using that website that tells how to make pajama pants with no pattern and with the super vague "turn the hem twice and sew then make an elastic casing and insert the elastic" and leaves out a whole bunch of steps? If so can you send the person an e-mail asking for better instructions? I'm finding this question everywhere, not just Yahoo answers.

At your level of experience, you should be working from a pattern, with instructions and diagrams to help you. You're not supposed to be born knowing how to do it! How wide is your elastic? You need to fold it 1/4 inch towards you, press it, then fold again the width of the elastic plus 1/4 inch. Sew it, leaving a small space to thread the elastic through.

For the hem, put them on and mark with a pin. Then take them off, measure where you marked and pin up the same all the way around. Press it, take out the pins and sew it.

You can sew hems by hand with a needle and thread or you can use iron on bonding material.
