I used to live in Shinagawa in Tokyo. It was really easy to see famous people there. I sat next to Musashi (K-1 Fighter) in Starbucks, saw a Morning Musume member at the Royal Host Restaurant. My office is also often used as a Police HQ set for dramas. We were always told not to bother them.

From the people who I've seen approach them, they're more likely to cooperate for a handshake. Autographs depends on the celeb.

I'm not sure. I don't think the Japanese make celebs as big as a deal as they do here in America. But depending on the celeb he/she might give you an autograph.

I used to work near the TBS building and I saw people I recognized from TV all the time on the street, but no one ever seemed to bother them for autographs. I'm not saying don't do it, just that in my experience it's not par for the course in Japan.

I think it's not that rude... But some would want to leave him/her alone so they might nicely refuse to give you autograph... Still it's worth of asking.

only of he/she doesn't look busy, annoyed, tired or something. if she's walking like 50 feet away from you, i'd probably just ignore it. or if she's swarmed by people, there's not much chance. but hey-

it doesn't hurt to try.
