Pikachu, because Spongebob is a Water type and Electric is strong against it. I am going for Pikachu simply because I am not a fan of Spongebob. Hope I helped.

Pikachu, of course. Spongebob lives in the sea- he's "water type". Electric attacks are very effective against water creatures. Besides, Spongebob isn't smart enough.

Since Spongebob is under water, pikachu can attack the water. If there on surface pickachu can shed Bob up

Neither. Spongebob needs water, Pikachu needs oxygen. One or the other would end up dying before ever meeting to fight because of the lack of whatever it is they need to live, which is water or air.

It depends on where the fight takes place.
Either Spongebob will dry up and crack or Pikachu will drown. Either way, it's over in under a minute.
