I am assuming you mean an elastic waist. you are trying to make a casing, so you will fold it twice. the first fold should be a quarter to a half inch deep, the second fold should be a little bit wider than your elastic. be sure to leave acouple inches unsewn to insert your elastic. I have found that if you put a safety pin on the end of elastic it will be easier to thread thru. when threaded you can sew the ends together( double sewing is always a good idea with elastic) then all you have to do is whipstitch you opening closed. good luck & happy sewing.

Ok there are two ways that this could be done.

If the waist band is a seperate piece you fold that in half to make it long and skinny, press (if there are two pieces sew them together making one long piece, and do the same)

If there is a draw-string you need to make two small button holes equi-distant from the center front...but only on the outer part. Elastic is almost always used so at the center back you are going to sew that same outer edge together until about 1/4 inch past the pressed edge. Sew up from the other edge about 3/4" press the seem open along with the space in the middle...this is where you will insert the elastic..

Press the inner edge under 1/2"
Sew the other edge to the pants matching up the center front and the center back. The opening you made in the previous step should be on the inside of the pants.

Press the seem upward toward the waistband and the folded edge should fit nicely just under the seam. Top-stitch eyeing the outer side to make your elastic casing.

Insert elastic, sew at least two two lines....but dont go back and forth too much or you will shred the elastic. The length should be your waist measurement plus 1" give or take depending on the thickness of the fabric. This can be adjusted by trying on the pants before you actually sew the elastic.
Hand sew the opening shut.

If it is a one piece waist band.....

Fold 1/2 inch from the top, press.
the casing will be made with a fold the width of the elastic plus 1/4", press. Sew a top stitch 1/8" less that that distance leaving a gap in the back to insert the elastic (see above)than top stitch again to finish.

I hope this helps.

At your level of experience, you should be working from a pattern, with instructions and diagrams to help you. You're not supposed to be born knowing how to do it! How wide is your elastic? You need to fold it 1/4 inch towards you, press it, then fold again the width of the elastic plus 1/4 inch.

For the hem, put them on and mark with a pin. Then take them off, measure where you marked and pin up the same all the way around. Press it, take out the pins and sew it.
