Maybe one of the key things to do is to get the reserve teams playing competitive football. For example, all Premiership and Championship reserve teams to form a league with a UEFA cup place at stake. That would get far more English Players playing for something more at stake than they do at the moment. In France the reserve teams compete alongside the third division teams in a regionalised third division.
Why not make the League Cup and the FA Cup competitions with a group phase for teams which must play 50% british players for these matches.
The same for cricket and rugby. Reserve teams must play more competitive games in order to bring new players through. That way the National Manager should have more to play with.
Finally players who enjoy win bonuses should accept wage docking if they lose.

Players that give damn would make a difference.
You often wonder if the players really want to be there with the Englad team and after losing to that well known footballing super power Croatia it almost makes you wonder if they did it on purpose so they wouldn't be called up away from club commitments to play Euro 2008, oh and of course pulled away from their next lucrative advertising deal.

actually i think of, the West Indies purely dont have the consistency, and that they do no longer seem to be contributing as a collection. They performed a first rate/sturdy series against Australia, and confirmed promising signs and indications, yet they are lacking the consistency. Im seeing glimpses of ways they might play, yet so a procedures i havent seen them do it constantly. on the 2nd its purely the likes of Chanderpaul and Samuels, doing fairly some the artwork. i think of the West Indies have have been given the skills and can desire to step it up.

Its difficult at times to understand how England has failed to perform at the highest level. The team has failed to make Euro 2008, and crashed out in the quarterfinals of the last three major tournaments (WC02, EURO04, WC06). The team has outstanding players at top clubs in the EPL. Michael Owen, Wayne Rooney, Steven Gerrard, Frank Lampard, SWP, David Beckham, Joe Cole, Ashley Cole, Aaron Lennon, John Terry, and Rio Ferdinand are all top players, to name a few. There are talented youngsters coming up in the ranks, including Theo Walcott, Micah Richards, and Gabriel Agbonlahor. On paper, England should have made the semi-finals of at least one of the last few tournaments, and should have beaten Croatia today.
The key problem with England is the team's general inability to keep possession in comparison to other top teams including France, Holland, Portugal, Brazil, Argentina, Spain, and Italy, as well as mid-tier European teams such as Romania and Croatia. England gives the ball away needlessly at times, has a bad habit of using long ball tactics, and are rightly punished against strong opposition. This happened today in the game against Croatia 3 times, although the first goal was obviously a bit lucky.
A second criticism of mine is the team's use of wingers, or lack there of. SWP, Aaron Lennon, and Joe Cole all could be utilized far more than they have been recently. All are able to beat their man, make it to the by-line, and provide accurate crosses. In contrast, David Beckham has not excelled in getting past his man, but continues to overshadow these excellent players. Beckham is a brilliant player, and excellent at what he does, but if England want to win tournaments, they need to make use of wingers and emphasize this in their tactics.
Finally, McClaren appeared to be tactically naive today, dropping Jermaine Defoe into the hole position behind Crouch after England had leveled to make the score 2-2. Effectively, this left England playing in a 4-5-1 formation against an excellent, packed Croatian defense. Had Jermaine Defoe continued to press high up against Croatia this evening, the Croatian players would have been forced back to keep an eye on him, slowing their ability to counter attack effectively.
The following England squad with my recommended changes could go far:
F: Owen-Rooney
MF: J.Cole-Gerrard-Scholes (if we can convince him to come back)-Lennon
DF: A.Cole-Terry-Ferdinand-Richards
GK: Robinson
Bench-
F-Bent, Walcott, Agbonlahor
MF- Carrick, Lampard, Hargreaves, SWP
DF- Bridge, King, Barry
GK- Kirkland
