That is funny, I just bought that shirt a week ago on Francesca's in the navy color. I wouldn't buy it from Forever XXI. I feel more comfortable that my clothes are higher quality when they are from Francesca's.

Item A has a content of 100% silk, and a beaded metallic bib.
Item B has a content of 60% cotton, 40% silk; with a bib of
pearl and lace.
Therefore, not the same.
Hopefully, the more expensive one is better quality than the cheaper one.
