Of course its Superman, cuz when superman flies, no one will be able to catch him. Whereas silver surfer was able to be catched up by the fantastic 4.

Silver Surfer flies faster than Superman.
The current Silver Surfer, empowered by the Power Cosmic, can approach the speed of light, thus entering hyperspace travel. Moreover, Silver Surfer can travel transdimensional, can teleport, and can control time. Thus, combining all those abilities, Silver Surfer can produce something that moves him even faster than light itself.
On the other hand, the current Superman has never been shown to approach the speed of light although he can fly fast. Basically, only Speed-Force-empowered speedsters ever approached the speed of light in DC comics.
