Apparently:

Dicer is a ribonuclease in the RNase III family that cleaves double-stranded RNA (dsRNA) and pre-microRNA (miRNA) into short double-stranded RNA fragments called small interfering RNA (siRNA)

or

(n) dicer (a mechanical device used for dicing food)

Dicer - something that dices i.e. chops things like vegetables into small bits, esp when bits are shaped like cubes.

for scrabble, many people select a dictionary to use for the game. Then if the word is not in that dictionary, it's not allowed.

This backfired on me when my husband put a yiddish dictionary on the table, too. Lots of high scoring words in there.

A person who gambles with dice, or one who cuts vegetables up into little cubes. I'd say your brother was having one of his rare lucid moments.
