Getting into IT at 46 is going to be very tough. The industry is full of 22-year-olds managed by 26-year-olds. It has been estimated that for an experienced software engineer, finding a job takes about three weeks longer with each year of age. An inexperienced 46-year-old software engineer is not likely to be of interest to any employer.

It is kind of a competitive market out there and the answer to your question depends on what your current background is. It is difficult for anyone to tell you what to do because this is totally up to you.
All three technologies mentioned are related to web development. ASP.NET and PHP are directly related to building web applications. Flash is more like for animation and I feel that it targets designers more than developers.
ASP.NET and PHP thus are there to perform similar tasks: building web applications. PHP is based on open source. ASP.NET is linked to Microsoft's .NET framework and has a learning curve.
ASP.NET applications require Microsoft servers. PHP applications can be hosted on Unix or Windows platforms. I think that PHP is more widespread than ASP.NET, but ASP.NET has the advantage of taking benefit of the .NET framework, which is a framework aimed to fasten the development of various types of applications.
You can start by learning web standards. Perhaps this might be the optimal choice if you have no previous programming experience. Web standards are linked to XHTML and CSS. This field perhaps requires less development experience.

Have you learned anything in the past? See how much time have you wasted in finding the right thing to learn?
My true suggestion is to pick one thing and learn well. Programming is just a tool to get what you want (the richer life). Be an expert on one thing is tough, but it is easier than sitting there asking what to learn and do nothing about it.
All of us have been moving on. Since your first question, I have been making more money than I expect. I don't sit there ask how I can make more money. I just pick one thing and do it. Have you done something meaningful to your life in the past few months? Or you have just asked the same questions over and over!
Get a book and practice. There is no free lunch in this brutal world. So get start now rather than going no where. Would you?
I feel sorry to see you coming here asking for help, but not helping yourself. God helps those who help themselves. So we can sit here all day answering your question, but you will NOT get the life you want! Just do it!
Many people started with nothing and now a millionaire at age 56. You are way younger then those people. It's never too late to start! To find out what's in demand in your area, I would search on some job sites (like monster.com and dice.com) and see how many jobs there are for each kind of technology.
In my area, .NET (including ASP.NET and C#) and Java are big. If you had to choose one of those two, I would choose .NET right now since it is a little more accommodating to new developers. However, if you do have a design/artistic background, you may want to look into Flash. There are a lot of websites built using PHP but you don't see a lot of it in the non-tech corporate world.

It totally depends on your interest if you are interested in programming then go for asp.net, if scripting language then php if designing then for flash each of the field is having its own priority so have your choice

What and who do you want to work for?
Flash designers are in demand right now, especially good ones.
.Net is another language, so if you think that would be easier for you to learn, you might want to think about that.

Well I cant say much but I'm in graphic design n flash is more for people in my field than it is for web designers. i.e. u need to be a good designer to make good flash
