I know that a catch cry was "no taxation without representation" and hence the Boston Tea Party. I also know that British policies influenced the money American businesses could make. Both these would indicate that c was used, but I am not sure.
d was not a goal for some time after so, at a guess, I would suggest this alternative.

Not sure about this. I don't think the "Canada being attractive" was ever put forward as an official reason on the international stage, but it was certainly there.
