I am considering using an S-Video splitter to provide an HD video signal to both my media center laptop and my HD TV. Will splitting the s-video signal from the digital cable terminal lower the image quality?

S-Video CAN'T carry HD signals.
You will need either an HDMI splitter or a component splitter for HD signals.
If your source is cable, you can also use an RF splitter (assuming your laptop has an RF input).
