How can I create such a device,all materiales are approved,just give me solution,and please write the solution in steps.

Sigh. With all due respect it's been a quest for millenia. The closest I've EVER seen is a large pendulum in a Science Museum, that operated strictly by the spin of the planet and the gravitational forces.
I am a bit confused by the statement ALL materials are approved.
Beyond that; "Perpetual" can hardly be judged by one person; other than in their lifetime. Beyond ones life it would become a task for someone else to monitor; should they even care to devote time to that.
The only other THING I know that might equate is something powered by Plutonium, in a "reaction" sense, with "HALF LIFE" assumptions; and even then it might depend on how one defines "Perpetual" IE: Forever??????
