The Yankees have an "Office of Retired Numbers" and it has close to 20 employees and is run by a special assistant to George Steinbrenner. Wait, I think I made that up.

they probably look at the persons stats and the amount of respect that the player got from the fans. In my opinion #2 will be the next retired number for the yankees then #13. = )

But to answer your question it is probably George or the general manager.
