I know how to convert the 3F1B... the decimal is the problem... i mean do i multiply 4 by 16 power 0... or is it the 3 which should be multiplied by 16 power 0?!! :S:S

It's 4 x 16^-1 and 3 x 16^-2.

It's the B that gets multiplied by 16^0.

Convert 3F1B.43 from hexadecimal to decimal.

3*16³ + 15*16² + 1*16 + 11 + 4/16 + 3/16²

= 16,155.26171875
base 10

Here is what I get:

3F1B.43 (hex) = 16155.261171875

From everything that I read, you cannot convert the digits behind the decimal. But if I had to I would consider it to be like this --

Since, in decimal it is
4/10 + 3/100 = .4 +.03 = .43, I would do this

4/16 + 3/256 = .25 + .01171875 = .261171875
