The nature of CSU (as opposed to UC) was such that doctorates could only be done jointly with a UC campus or some other private college. This was an issue of resources and mission.

As of this year, some CSU campuses will be fielding doctorates but only in fields of education and teaching.

These are Fresno State, CSU Fullerton, Cal State Long Beach, Sacramento State, CSU San Bernardino, San Diego State and San Francisco State. Next year, 4 more will be added.
