There is a job that I applied for as a new grad 2 years ago. It is with a company that I dream about. When I applied 2 years ago, I was told to reapply in 2 years after I get some experience under my belt. Well, my 2 years is up and there is a job opening with my dream company!!

I am pretty sure the HR lasy will remember me from 2 years ago. I called her 2 times and both times we had lovely conversations. The opening specifies that the CL needs to be addressed to the dame HR lady.

You should definitely go for the targeted cover letter approach because it is the one which suits you best in this situation. You should use the general format of the cover letter (paragraphs, introduction, closing formula etc etc), but you should tailor it to the specific of your necessities. Use as many keywords as possible (that's why it's called targeted), use part of their advertisement, use things related to the company (name, words like "prestigious, excellent, outstanding and so on) and mesmerize them with your "written personality" (yes, we do have such thing).

And yes....do mention it has been a goal for you for a couple of years now.
