it's not like i have a choice who picks up my garbage. and i would assume the general public has no use for their own locomotive.

Most people have a choice who picks up thier garbage.
In most of america, garbage pickup is by private companies.
Not buy city ran enities.
Waste Management is just one of many garbage pickup companies.

Ge advertises them because they all electric diesel, hybrids. Waste management for there commitment to being green. This also helps with the biding process.

Same reason why Oil companies and drug makers advertise. To buy influence with the media !!!
People always say the media is Liberal, but if you look who is paying the bills and owns the stations that should answer your question on why they advertise.
I'm not saying that the media is right winged but I am saying its corporatist!!
