Any small community fish are all that will fit in a 10 gallon tank.
Types of fish that will fit in a 10 gallon can be found in any lfs.Go look, they will all tell you how big they get,and then take adult size into consideration, plus consider the ammount of filteration you have, then that will give you a geneal idea of how many, and what kind you can have. The one inch of fish for one gallon of water is not a good rule to go by generally. But in a 10 gallon, less is usually better.

I have live plants(sorry don't know what kinds)6 neon tetra,4 Cory cats,1 blue gourami,1 male beta, all have been living peacefully together.

I have a 10 Gallon with 5 redeye tetra and small tiger barbs. Also have blue gravel with a hollow stump and a 10 inch bubble stone in the back. Also have a couple of shells and some rocks in the formation of a small cave. 3 plastic plants and my fish are happy and healthy.

Though as my tiger barbs grow I will have to transfer them to the bigger tank.

I just got finished setting up another 10 Gallon and have 3 plants and a hollow log with blue gravel and 6 black skirt tetra.

Filters on both tanks.

Good Luck.

2 Zebra Danios
4 Neon Tetras
1 Platy
1 Chain Loach
1 Endler's Livebearer
1 Ghost Shrimp
1 Cherry Shrimp
4 Amazon Swords
2 Pygmy Chain Swords

Remember not to overstock your tank, and never follow the 1 inch per 1 gallon rule ;)

I have a tank divider with guppy fry (babies) on one side and male and female guppies on the other side. I also have fake plants and shells in the tank.

My 1.5 gallon tank has a male betta, a shell and a fake plant.

My 2.5 gallon tank is still cycling but I'm going to put my african dwarf frog, my male betta and a few ghost shrimp in it.

And finally, I have a fish bowl with an aquatic african dwarf frog.

I had a 10 gallon tank with 6 banana plants (Nymphoides aquatica), 1 Anubias Frazeri plant in the background, 10 black emperor tetra, and 1 Otocinclus Algae Eater to eat algae off my plant leaves.
The plants I got only require low lighting (0.5 watts per gallon), so didn't have to spend much on new lighting fixture and electric bills. But if you want live plants in your tank, the tank must be completely cycled. Plants require mainly carbon dioxide, nitrate, phosphate, and iron.

well for 10 gallon, i wouldnt put more than maybe 3-5 small fish, some rocks, a couple plants i would do live also it helps clean by taking nutrients from left over food in the rocks and also help produce extra oxygen, maybe something for them to hide in, you dont want them to be too cramped or they'll die, i have a 55 gallon tank, and i have a fake grass (so they can breed) and 3 different hiding thingys, and two heaters, and a bubble curtin, one big grey fish, a sucker fish, two baby tiny catfish, and garamies
also i dont ever really cycle my water, i change it if it looks dirty, but i normally just add more water to it, and my plants survive fine, they normally just eat off the rocks,
