Deck / Boat Shoes are nery popular where I live. Is it weird if I wear them in the winter with jeans? Or is that gonna look corny?

Nah. They're similar to loafers which I constantly wear with jeans and shorts. Last summer I traded my jeans and khakis for khaki shorts to wear with my blouses and loafers, only with no socks.

honestly,
it depends on your age and what type of jeans you wear it with. they look great with skinny jeans on young women but i think anyone could rock it if they had the right confidence, etc.

Sounds like it would look fine to me. You should wear what you want and not worry about what other people are going to think anyway, so if you like it go for it!
