For $100, you should be sure that you can wear it for a few years before you outgrow it. The last new coat I got was over ten years ago for about $100 (gift from my parents from when I was still living at home) and I'm still wearing it. Actually, I retired it in favor of an old coat my mom gave me a couple of years ago. The zipper keeps splitting. My mom's old coat is from the 80s and is a little boxy, but it's warm and it fits and it's free. Actually, before I remembered that I have that one, I would have gone to Goodwill for a coat under $10 that I had hope to have for another few years.
Unless inflation runs rampant, I don't expect to buy a $100 coat for my daugther if I know she's still growing.

You can get the same exact type of jackets for a lot cheaper at department stores, like Sears, JC Penney's, and Macy's. Burlington Coat Factory would have cute jackets, also. Here's some:

It is cute. If you are going to be anywhere that you are going to get somewhat dirty, I would stay away from the white though. Typically when people get coats they are around the $100 range for good ones.

I'd say probably. I got one from Hollister this year which was the same price. When you buy it just make sure it fits and maybe you can wear it for next year.
