John can work on it, Mary can work on it, a ten year old can work on it. He didn't say he could fix it. If it's new why are we working on it ??

John can work on it if he has the proper tools and equipment! Mary needs to finish her statement because right now it does not make sense!

Certification does not mean skill, nor does the lack of certification mean a lack of skill!

If he's an electronics and software engineer then he can work on it. If he's not then all he's going to be able to do is change parts.

A certified mechanic without the right code reader can't do any better though.

An amateur with the right code reader can do just about as well.

But since your question is largely missing that's assuming a lot.

How new is the car? If it is under warranty that will be voided if anyone other than a certified mechanic works on it.
