This is outrageous. The use, rather, the overuse of tasers is becoming so ridiculous, I would sue anyone who tasered me for a frivolous violation.

According to that article, the driver committed multiple arrestable offenses, including resisting arrest, when he ignored the officers order to place his hands behind his back. I'm glad no one got hurt as a result of the driver's inability to follow lawful orders.

Of course not! But law enforcement is manned by humans and they make mistakes too. If we imagine that those who govern us and enforce laws are some how more morally capable than the populace then we are all being terribly naive.

No, not unless the person in question is being subdued for violent behavior. Refusal to do as ordered my be grounds for arrest, but never violence.

Absoutely. He failed to follow directions repeatedly. The officer had a choice between slugging it out (dangerous, because the winner then has a handgun!) or Tasering.
That failure WAS criminal.
Massey was also a moron...you don't have to Mirandize until you interrogate. His repeated requests to be Mirandized made him look even stupider than his arguing and noncompliance.
