One would assume erect - as this is the only measurement that means anything. Flaccid length is irreverent (apart from showing off in the locker room).
The average erect penis ranges from 4ish to 6ish inches. Anything between is normal and fine.

Generally they mean erect. most people don't bother boasting about how big their **** is when its flacid because they can't use it for sex
