Well, your options look like they are going to be reduced to offering the tow truck drivers coffee or not while they take away your cars.
The cats will find someplace else to go, and if it is important that they stay in your yard, maybe you can compromise with your neighbor - he buys you a cat box after you get rid of the cars.
Of course he may not know about the cats and local animal control might not be thrilled with the way you treat them either.

unfortunately there is nothing you can do under our current socialist laws and local codes but comply. The constitution guarantees us the right to be secure in our homes and belongings. Meaning that unless you violate someone elses rights, such as having sex in an unfenced, visible portion of your yard and your neighbors kids can easily see it from their sand box, you are to be left free to do as you see fit. The only other reasonable laws restricting this would be for public safety, as long as there were strict definitions of affecting public safety to base such laws on. Unfortunately, people in this country idiotically want thier homes to be treated as assets instead of as a dwelling to protect them from the environment. The result of this is the claim that your cars lower property values, even if you could prove that you know someone that is willing to pay more for your nosy nieghbors house specifically because they like your pile of cars! Easily the worst case scenario of allowing the group mentallity to restrict individual freedom that I can think of. People can choose to look at this as they wish, it won't change the fact that they are WRONG, and violating your rights, not the other way around. P.S. To the man that asked how wide your trailer was, how mature??? A bit of stereotyping in your supposedly refined brain huh? A man collects cars and works on them he is an ignorant neanderthal and another collects million dollar paintings and is considered cultured? What if the million dollar paintings are of men working on junk cars? YOUR A SNOBBY ELITIST.

sell them, junk them, move the, or pay the fines, and keep paying every time. If you don't mind giving money away, then just ignore them.
I wouldn't hold on to stuff so tight. let go of the junk, you probably won't miss them after a while.
No one likes change or being told what to do. But we hate giving away money even more!!!
