You still age in years just the same. You legally become "of age" when you are 18 years old, not on your 18th birthday.
Your birth certificate would reflect the actual date of your birth, February 29th, but you might not be "entitled" to have a birthday party every year. I guess most parents would celebrate on either 28th Feb or 1st March for their child, and maybe have an extra special celebration every 4th year.
This scenario was famously the centre of the plot of the Gilbert and Sullivan operetta "The pirates of Penzance".

I dont think they can change the birth certificate, BUT it's probably just an exception to the rule. The child is considered a year older as of march 1st even if there was no feb 29th.

They don't change the birth certificate. They leave it as the baby being born on February 29th and most people who are born then choose whether to celebrate their birthday on Feb. 28th or March 1st on the leap year.
That would drive me insane though- glad I was born Feb. 4th.

They put Feb 29 on the birth certificate, and then I think you can choose to celebrate (or tick the year off on the calendar) either on the 28th or the 1st.

Your birthday just gets skipped over every non leap year but you are still considered a year older. I imagine most people would just celebrate it on the 28th.

No, you only get to party every 4 years.
