When you are born, your testicles are up inside your body cavity. At a certain point during puberty, they "drop", or lower themselves fully into the sack, to keep them away from too much body heat. Too much body heat can kill your sperm.

I'm going to answer from a different assumption, that formerly the boy's testicles were not regularly at the bottom of his scrotum. Many boys have active cremasteric reflexes where the muscle pulls the testicles up toward the inguinal canal. Such boys may be particularly sensitive when you touch them on the lower abdomen or inner thigh. But as they grow, say to age seven, eight, nine, hormonal influences come into play, and the increased weight of the gonads overcome the pull of the cremaster muscles.
A different situation exists where the boy has cryptorchism, a condition where the testicle has not descended into the scrotum. Again, hormonal influences can cause it to drop. Preferably, this situation has been previously under a doctor's observation.

This is a sort of ignorant reference to the event of the testicles growing bigger during puberty. Some people confuse this with descent of the testicles. At birth, the testicles are often still contained in the belly. Shortly after birth, they move down into place in the scrotum, where they remain thereafter. During puberty, a boy's testicles will grow to adult size. An adult's testicles are larger in proportion to their body mass than a boy's. When this happens, the scrotum also increases its capacity so it can continue its job of keeping the testicles a little cooler than the rest of the body. Sometimes boys notice this increased capacity and the fact that sometimes their balls hang some distance from their body. This is more noticeable when everything's bigger, and they may not remember that their balls moved closer and farther away when they were younger, because they weren't paying attention. Noticing this behavior leads to a description that their balls have "dropped". So when a boy asks another if his balls have dropped, he's asking if his balls have started growing. It's a rude question, especially in public, and is probably influenced by boys' desire to boast and compare themselves with their peers.

I'm not a doctor but I think I can remember back to biology lessons:
Balls evolve from renal (kidney) tissue in the foetus, and drop down from the kidneys into the scrotum when the boy is young (often still a baby), so it's a myth that they drop at puberty. However, sometimes they are late in dropping and this can delay puberty, so doctors normally check to see that all is OK (they're not having a grope for the fun of it!).

Testicles are part of the male body. They make male hormones and sperm. Usually both testicles are inside the scrotum. While male babies are still growing inside the uterus, their testicles are inside their abdomen. They usually move down into the scrotum just before or just after birth. An undescended testicle is one that did not move down into the scrotum.
Undescended testicles are common in male babies. Up to 30 percent of boys born early and 5 percent of boys born on time have at least one undescended testicle. If your newborn baby has an undescended testicle, it will usually move down on its own in the first few months of life. If this doesn't happen after 3 or 4 months, it may need to be treated by a doctor

In my experience, I have heard this phrase when somebody is put in an uncomfortable or dangerous situation and they survive the ordeal. Usually, they have to display some form of courage in the process for somebody to say: "His balls dropped."

When your balls dropped normally it just means that the temperature is high, when temp. is dropped your balls will up, but abnormally maybe you have hernia.

from being a boy.it is a stadge in puperity that notes he is making sperm and the weight is dropping his testicle down.
that is technially speaking really it meant that you are now a man
