Throughout the 90s Russia was swarmed with “advice” from the west onto how to set up it’s political and economic system.

Foreign NGOs and GOs would fund and direct specific industries, parties, etc. Surprisingly, all of it was 100% ILLEGAL and would never be allowed (publicly at least) in any western nation.

So you could understand how Russia could be “wary” of advice from people who not only contributed to the toppling of a state but the prolonging deterioration.

Or maybe you don’t.

No reasonable western elite would like a stabilized Russia.

Bush doesn't have to "destabilize" Russia. The Russians can do that just fine.
