The class performance meter doesn't raise, though the sim has met all the skill requirements.

They fulfilled the requirements, did homework/assignments/term paper, and are friends with the teachers. The level is as high as it can go, but it is still on red because the actual meter won't go up

The meter doesn't rise (as in you're stuck at being a C level student), or your Sim doesn't fill out the bar?
The first one sounds like a glitch. The second one -- if your Sim is just meeting the requirements, they're not getting an A. They need to excel. Make sure they do their homework and write their term paper, and they'll be an A student in no time.
