The nodding is a widespread practise in the House of Commons, sometimes accompanied by such as "Hear, hear" or is that "Here, here?!" Whatever. It's a way of showing support for the "leader" or the UK.gov minister or whoever is making an official speech/statement at the time.
Otherwise it's just plain old Anglo-Saxon "Yah-boo"!
Famous phrases such as, "I think the minister is being economical with the truth", is just House of Commons Speak for "you are a liar".

Cracking question!!
The front benches of Parliament illustrate to the British nation what a group of well dressed, alert, example setting intellectuals we have looking after the country.
To know they are being televised and project such an image of lethargic, scruffy,tired, past sell date yes men speaks volumes about their attitude towards their job, personal pride and the Nation.
Perhaps they are trying to get food parcels out of Pakistan.

NONE OF THEM HAVE BEEN TRAINED FOR SUCH A JOB
Simple as !
ALL MP's should go on a compulsary man-management course ( of Sandhurst calibre) and a buisness course at the start of thier career, and when they get into Govt, contribute out of thier own money to attend a manadory annual refresher course both in man-management AND business.
These people are "in charge"... or what I have no idea - but that's the perception thier spin doctors put out to the people PAYING THIER WAGES !!!!
Let them earn it... and SPEAK THIER OWN MIND not the record with a stuck needle in it...
