I suppose you can if you don't have the budget to replace them. Take them off and use a metal spray paint. When dry add a clear coat. Test one before you do them all.

No, that looks tacky and the paint chips off. Just replace them. Go to a salvage store if you want to save money.

You really shouldn't try to paint them, it will probably chip off and look even worse than before. you could try pollishing them with a rag and metal pollish. if that doesn't work you can buy new ones :-)
