It's a "smiley." At the end of a sentence, it is often used to mean "just kidding."

I'm sure there are many lists out there that describe all the various "smilies" and such, but in lieu of looking it up myself, I'd like to say that it looks kind of like a happy dog or puppy.

If the nose is covered with a clothespin, as it would appear to be, then I would suppose that something really stinks, in the view of the sender. If it is not a clothespin, then this is a direct reference to Michael Jackson after one of his nose jobs. :) Just kidding, really.
