http://del.icio.us/ - and there lots of third party apps to help you manage your bookmarks on the site (including a nice Firefox extension)

It basically depends on your choice and preference. Try Google, Delicious [By Yahoo], Blue Dot, BookmarkSync, Digg, Diigo, Furl, Fark, GiveALink.org, Ma.gnolia, My Web, Netvouz, Newsvine, Reddit, Simpy, SiteBar, StumbleUpon, Thoof and the list goes on..........................

Google toolbar, because you can sign on to your gmail account and have your bookmarks magically appear on any computer, anywhere.
