bought a new battery. not the problem. any answers?

If it won`t turn over , how can it possibly start? Did you check the solenoid, and neutral safety switch? Ground to the engine? Maybe it`s the starter, lets it start without turning over. It`s possessed.

It could be something wrong with the spark if so I'd suspect the distributor or gas , even a simple thing such as a gas filter , hard to tell if not there hearing , seeing it etc. One thing is why did these parts go in the first place thats what I 'm wondering about? Most common problem is people having to usaully replace the battery , then alternator , then starter , starting with anyone of them and going down the line replacing them all at end and still they get these same parts going bad again. To me what coccurs usaully is one bad connection of a serious of electrical faults ends up causing the battery say have to be charged constantly bec its not getting full power, then the starter has to over work bec of the battery being weak, then the alternator over works itself trying to keep the battery fully up to par.So in fact bad contacts cause the vehicles charging system to over work., then the battery causes too much draw etc.Even a simple ECM can cause a vehicles electrical system to have improper electrical draw. I highly recommend on a vehicle that age if you've not done a full electrical over haul to do so asap.Just keep in mind any plug in connector or connections,positive battery contacts , battery posts , grounds , engine block ground , starter ,any sensor contacts, alternator , spark plugs , spark plug wires ,overhaul the distributor but best to replace it if its quite old.You don't need many extra things to do this with just a few assorted wire brushes , fine sand paper a few flathead screw drivers , some real car approved wire same gauges on you replace, wire connectors , wire cutters , plus you might want to buy some of the special anti-moister jell If you've not done this stuff already, then I'd say that's probably a main cause of your troubles with that vehicle. I'd bet on the starter or the solenoid. Could also be a bad battery cable.

How does it start with out turning over?

NEVER replace any part till you know the problem. What is the question ? The engine must turn over in order to start.

sounds like the starter motor is no good replace it and see how you go
