Is it just regular craft glue? There is a foam glue out there, try checking at michaels. I have used it and I thought it worked well. Im not a fan of glue guns because it melts the foam, however Im not sure about the low heat ones...

I have used Aileen's Tacky glue, and I saw something at Hobby Lobby the other day, but don't remember the name as I was looking for something else. Try double-faced tape. Are you talking about styrofoam or those foam sheets?

what about a low temp glue gun? I haven't tried it, but I think craft glue isn't sticky enough.
