as long nothing happens,you can't sue.

if somebody should be using your details, illegally, then you can report it to the police. but you can only sue the government if its prooven that the person who used your details, got those from the missing cd (or a copy of this cd)

It will be an interesting test case, what is equally frightening is that if the discs are in the hands of criminals, how many fraudulent claims for every benefit under the sun will be generated from the information?
