NO.
It is not software that is tracking the right locations to blur so that you can turn it on and off. Its actual blurring of the image. Every frame (still picture) of the movie has that spot blurred out. It cannot be unblurred.

The only option is to get the original unblurred copy (which you usually have to pay for). The search word for unblurred manga is "hentai"
