You could wear long workout pants or a long dress. If you like to wear skirts you should wear them before the winter with leggings on if it is warm enough for winter wear them. You can also wear like long lose pants that are not jeans.

I wear old hose under my jeans and pants. It's not always completely warm, but sometimes it seems to block the wind. Cheap and fairly effective.

Wool dress pants - they're usually lined too, so they're extra warm. or Cords!
