Horses are much more expensive to buy, raise, and maintain. Dogs you can pick up for free.
Horses have a comparatively selective dietary preference, and dogs are less choosy. Also, dogs are better adapted to thrive in a variety of environments, whereas horses are more limited. (You see very few horses roaming the arctic tundra, for instance.)
Dogs are social animals that crave belonging to a pack and hence they bond very well with humans as their surrogate canine fellows. This is not always the case with horses, who are less needy in that regard. And as many have pointed out, dogs are much more likely to protect you (their fellow pack member) than a horse might be.
Dogs can be bred quickly, cheaply, and easily, and they come in a huge variety of sizes and shapes, from completely non-threatening teacup poodles to ginormous but good-natured Newfs.
So, essentially, dogs are more compatible with humans, they're cheap, they come in many flavors, and they're highly portable. Advantage: dogs.

I cant imagine a horse climbing onto your bed in the night or having a guide horse. (For seeing and hearing) A horse wont chew your slippers or rip your mail to shreds and a horse can't clear up the bits of food off the floor after a family barbecue.
Seriously though, a lot of people have a dog because of loyalty and love and its small enough to fit into a house and be trained.

The horse was seen as a tool(an engine) that could pull the wagon around with the man riding. The dog could ride too.
The dog also stuck with his master and was not so easily taken by another to "be their dog".

How many people have ever got that friendly with a horse?
Not many get the chance so by numbers, the dog is mans best friend (though I think it should be the cat!)

somewhere in the mists of history, all the animals got together.
The dogs and the horses said, it's better to be friends with these humans than to be eaten by them.
Cattle said huh?
Cats said yeah, whatever
a lot of animals we will never know about decided maybe humans were tasty....we don't know about them because they are extinct.
and besides, try to imaging a horse catching a Frisbee.........
