yep. anyone can apply for residency. the thing is though is that just coz you applied for residency doesn't mean you're allowed to stay in the country. you still need to leave the country once your visitor's visa is expired... meaning, you can only stay in the US up until the limit on your visa. then, you need to go through all the residency papers from the country where you're from.

also, you would need to know that it takes a long time for a residency visa to be approved. for most people, it takes 10-20 years. i'm not kidding (unless it's a marriage-based visa... which then could take from 1-3 years). also, if you applied for a residency visa, you cannot apply for a visitor or work visa. which means, you cannot enter the US unless you get a response on your residency papers.... which could take years.

If you are in the U.S. under the visa waiver program or on a B1, B2 visa, the answer is NO. You cannot apply to change status while here as a tourist. You must apply from your home country . this is a long, complicated process and usually takes several years.
