The brokerage fee is not fixed in stone. It varies around the nation, depending on locale. In my market, standard is 6%, but there are areas which are more expensive in which to operate, and rates are 7% or 8%. In some less populated areas, they can be 5%.
No matter where you are located, the fee is always negotiable.

6-7% is standard in my market, but it's important to understand how that is distributed. Unless you have a managing broker who works alone as your listing agent and your buyer is unrepresented, that money has to be divided between several parties. Most agents have to split their commissions with their brokers to cover the company’s overhead, and that split will likely vary for each agent.
For example: Let’s say you’re at 6% there’s a buyer’s agent & a seller’s agent and you sell the house for 100,000.
3.5% = $3,500 goes to the seller’s side. Of that 80%, $2,800 goes to the listing agent and the remaining 20% goes to their broker.
2.5% = $2,500 goes to the buyer’s side. Of that 75%, $1,875 would go to the buyer’s agent, and the remaining 25% to their broker.
($2,800 might sound like a fabulous paycheck, but the agent owes 100% of the income taxes on that, instead of the 50% that employed workers pay.)
You get what you pay for, and if you ask your agent to take a lesser commission, expect them to cut some of their marketing. That’s only fair.

For all that a Realtor does, I believe that he should be paid a minimum of 7% for the selling of a house, and 10% for the selling of a commercial property.

From 0% to 100% is allowed.
Traditionally it's 6% (give or take a point or two) but there's no law on this.
