i have a external 500gb hard drive with an ethernet port can i assign a ip address and make it a web page or turn it into a server some how and wen i visit it a website that i make will show

Well your device is a File and Print sharing server there is no WEB server running on it so web pages won't work with it.

In order to have a web server, there has to be software running which processes the web requests, like Apache or IIS. Those simply are not included with the device you have listed.
There are some drives with a full LINUX based system on them which do allow this but you need a web server to do what you want.
