Is the reason we call necons and neoliberals "neo" just because latter-day nazis are referred to as neo-nazis? If I was inspired to write some music by listening to Scott Joplin tunes wouldn't I be writing neo-ragtime? Or is neo only for politics?

"Neo" is merely a prefix coming from Greek that means "new". When I hear of Neo-Liberal or Neo-Classical (or your neo-Ragtime example), I don't really think of Neo-Nazis. So it doesn't seem to be doing anything to give "Neo" a bad name.
