maybe you can find a book or magazine that he doesn't already have. Good magazines for robot hobbyists are Robot, www.botmag.com, and Servo, www.servomagazine.com.
The Propeller microcontroller is about a year old, but he might not have it yet. It is a great core part for a wide variety of projects, and there is an 'education kit' that goes with it. you can look on www.parallax.com.
There is are a couple of new robot kits/toys this season that is down to $300. one is i-sobot, the other is spyke by meccano, just search for them. I would want one.

Robots and his computer? Get him something that can be computer controlled like a Nikon D200 or new D300 digital camera. There's software you can buy (Capture) that lets you operate the camera remotely. Canon may have something analogous.

If he's like me, he'd prefer to select his own tech rather than have you pick it out.
Anyway, I suggest that for a gift you buy him something that you know he wants but can't bring himself to buy for himself. It's different for every guy...for me, it's Star Trek and Star Wars collectibles. I love 'em but I generally can't bring myself to spend hard-earned money on them. Which makes me really easy to buy for on holidays and birthdays :)
