Three possible answers:
(1) No reason. It just does.
(2) God decided to create it.
(3) It doesn't really. You're imagining it.
That probably covers most of the variations in religion and philosophy.
I personally prefer to believe in a reason. (Option 2 above.) But that has to do with my own preferred view of the world and my role in it. If you go with option 1, I don't see any basis for expecting a reason.

Some thing always has been--nothing comes from nothing.
Your question asks a ratio, a measure, a "reason" for this Some thing.
If the Some thing is Life, Mind, it is what it is, offers "I Am *that* I Am" as Presence for those spirit-sparks that attune/resonate.
If the Some thing is "Matter" without Mind, it simply is, with no a priori "reason."
The "law" which "justifies" "things'" "existence" is a presumption by your question. The "Law" doesn't necessarily "justify" e.g. evil, suffering, lack of Oneness and God-Harmony, if the "Law" is of God, Good.
If "Matter" is the Some thing, there is no reason nor justification, simply existence recycling--Nietzsche's "eternal many happy returns," as it were.
The stasis is "Is God (divine Mind)?"
Saint Paul taught "Let this Mind abide in you, which was also in Christ Jesus."
Some ways to learn to do this include Mark Prophet's "Climb the Highest Mountain," Ann Ree Colton's "Watch Your Dreams" and "Men in White Apparel," Yogananda's "Autobiography of a Yogi," http://www.yogananda-srf.org Easwaran's 8-point meditation system http://www.easwaran.org Reverend Mary Baker Eddy's "Science and Health," Saint Teresa of Avila's "Interior Castle" meditations, Saint John's "Gospel," and so forth.

"Justify" is a human concept. Reality does not rely on human concepts. It just is. Therefore, everything exists. No justification needed.
